Keep keyboard layouts from dropping down

Switching between the letter and symbol layouts on an iPhone could make
the keyboard appear to drop down before it reappeared. The compact
layout's layer-toggle key was the one meta key left in SwiftUI's
animation transaction, unlike the iPad equivalent.

This commit disables those implicit animations in both compact keyboard
layouts, so the replacement happens in place.
